Ottis Hutchinson is the Chief Financial Officer for the Bexar County Sheriff’s Office. In this role, he is responsible for administering fiscal and financial functions for the office, including the development and monitoring of the BCSO $105 million annual budget. His responsibilities also include Technical Services & the Communications Center; and Grants & Community Initiatives.
Prior to his appointment by Sheriff Pamerleau, Hutchinson worked for Booz Allen Hamilton in their San Antonio Office. As a Senior Associate, he led the Decision Analytics’ efforts within various Air Force organizations in the San Antonio area.
Prior to his corporate business service, Hutchinson had a distinguished 26+ year career in the United States Air Force. His final assignment was the Director, Financial Management & Comptroller for Headquarters, Pacific Air Forces, directly responsible for $2.4 billion annual command budget, and principal financial advisor to the Pacific Air Forces Command (PACAF) across four Numbered Air Forces, six Wings, and three Joint Bases (Army/Navy) with assets greater than $45 Billion. He has led organizations at the squadron, group, and Major Command levels. His military decorations include the Legion of Merit (two); Meritorious Service Medal (five); Air Force Commendation Medal; and Air Force Achievement Medal.
Hutchinson earned his Master of Science Degree in Management from Troy University, Troy Alabama; Master of Strategic Studies, Air War College, Maxwell Air Force Base, Alabama and Bachelor of Science, Business Administration, California State University at Fresno, Fresno, California
